Cycle to Work
The Clackmannshire Council Cycle to Work Scheme is currently under review.
Before progressing with an application to join the scheme, please contact the Smart Travel Team for information on the current situation at smarttravel@clacks.gov.uk.
To promote healthier journeys to work and to reduce environmental pollution, the 1999 Finance Act introduced an annual Tax and National Insurance exemption, which allows employers to loan cycles and cyclists' safety equipment to employees under a Salary Sacrifice Agreement.
Employees have the chance to lease a bike and safety equipment over 12 months (see our Terms and Conditions). The lease cost is deducted from your gross pay in equal instalments over the 12 months. You can lease equipment up to the value of £1,000 (incl. VAT).
You save money because it is only the net cost of the bike that is recovered. Also, because this is deducted from your gross salary, you do not pay Income Tax and National Insurance on the amount by which your gross salary is reduced.
The Council may sell ex-rental equipment for market value at the end of the hire agreement, but can in no way commit themselves to doing so.
Clackmannanshire Council has partnered with Cyclescheme Ltd to administer the scheme, and the independent bike shops in the local area to supply the bikes.
How long does the process take?
The process generally takes about 6 weeks from picking the bike and equipment to receiving the voucher to collect the bike and equipment.
