Clackmannanshire Local Licensing Forum
Clackmannanshire Council has established a local Licensing Forum as required by the 2005 Act.
The remit of the Forum is to keep under review
- the operation of the Licensing (Scotland) Act 2005 within Clackmannanshire
- the exercise by Clackmannanshire Licensing Board of their functions;and
- give advice and make recommendations to the Board about the operation of the 2005 Act and the Board's exercise of its functions
The Forum cannot review, give advice or make recommendations regarding a particular case.
Clackmannanshire Licensing Board Duties - Forum
In carrying out its functions, the Board must take into account any advice or recommendations from the Forum. If the Board decides not to follow this advice or recommendations, it must provide the Forum with reasons for its decision.
The Board must provide the Forum with copies of statistical information which it may require to carry out its functions.

Forum Membership
The Forum must have between 5 and 20 members. Members are appointed by Clackmannanshire Council and must be representative of the following interests:
a. Holders of Premises and Personal Licences
b. The Chief Constable
c. Persons involved with health education or social work services
d. Young People
e. Residents of Clackmannanshire

- Angela Scholfield, NHS Forth Valley
- Betsy Twelves-Dickson, NHS Forth Valley
- Gordon Polley, Off Sales Licence Holder

Meetings
The Forum must hold at least four public meetings each year. The Licensing Board must hold a joint meeting with the Forum at least once every year.
Clackmannanshire Local Licensing Forum has met three times. It responded to the consultation on the Board's Statement of Policy. Its most recent meeting took place on 6th March when members enjoyed an interesting presentation by John McFarlane, National Licensing Officer, Alcohol Focus Scotland. Members had an interesting discussion regarding the future work of the Forum.
