Protecting and Enhancing Schools as a Community Focus

Clackmannanshire Council is committed to the continued improvement of education and community facilities for the residents of the county and aims to increase the number of dual use school-community centre buildings. These buildings will provide a local community focus and, as such, emphasis will be given to their accessibility to the whole community. The county already has excellent leisure facilities and emphasis will be placed on continuing to widen and develop leisure opportunities for residents during the Local Plan period.

The Council’s strategy of combining educational and community facilities in towns and villages in Clackmannanshire has resulted in the delivery of high quality services at reasonable cost to the public purse. This efficient and effective approach to service delivery will be continued during the Local Plan period.

Policy INF11 - Protecting and Enhancing Schools as a Community Focus

The Council will favour the provision of shared or dual use facilities to promote multi-purpose community centres within settlements. The grouping of facilities to provide a community focus will be encouraged where practical and possible. To provide maximum benefit, facilities to meet social and community needs should be easily accessible and linked with existing safe access routes.

Nurseries and Pre-Schools

4.30

There is continued demand for premises for nurseries and pre-school playgroups in Clackmannanshire. Such facilities provide an important service and the Council will continue to support the establishment and operation of such businesses wherever this is appropriate. However, it is recognised that this type of use can result in noise, parking and traffic problems and these will be material considerations in considering planning applications for new development or change of use of existing buildings.

Policy INF12 - Nurseries and Pre-Schools

Proposals for pre-schools and play schools or the use of other appropriate buildings for pre-school playgroups will normally be permitted unless they would be likely to cause noise, parking or traffic problems. Any proposals for day nurseries must conform with SAN 6 (Day Nurseries).

Public Art

4.31

Clackmannanshire Council’s Public Arts Strategy seeks to bring art into the community through the incorporation of works of art in new development. This concept has already successfully resulted in the introduction of new art works in various locations throughout Clackmannanshire and it is intended to build upon, and develop, this approach. The Percent for Art concept, which is supported by the Scottish Arts Council, is an important component in the drive to increase the number of public artworks. This scheme encourages developers to reserve a percentage of their overall budget to assist in meeting the cost of providing works of art, craft or design as an integral part of their development.

4.32

Public art can take many forms, including sculpture, murals or decorative paving. Developers will be expected to incorporate an appropriate form of artwork into their development. This may be the subject of a condition of planning permission.

Policy INF13 - Public Art

Public Art will be encouraged by the Council through its own initiatives and as an element of major private-sector development schemes. Private developers will be encouraged to contribute 1% of the capital costs for artwork. The SAN on Public Art contains more detailed information on public art requirements.
