Houses in Multiple Occupation
The safety Health and Environment Section, using the provisions of the Housing (Scotland) Act 1987 and the Civic Government (Scotland) Act 1982 (Licensing of Houses In Multiple Occupation) Order 2000, works to ensure issues of sub-standard houses, overcrowding, condensation, dampness and disrepair of houses are addressed. In doing so the Environmental Health Officers work closely with Clackmannanshire Council Housing Services, Local Housing Associations, and private landlords.
A Mandatory Licensing Scheme was introduced for Houses in Multiple Occupation (HMOs) on 1st October, 2000. A HMO includes any house or flat used as a hostel, student residences, bedsits, shared flats or bed and breakfast accommodation. If you operate such premises you must apply for a licence as soon as possible.
