Finance Services  Bookmark and Share

The Council's Finance Services provides a broad range of support and advice relating to the Council's finances. These include:

  • Accounting and Budgeting, including budget compilation, budget monitoring and year end accounts;
  • Revenues, including benefits, Council Tax collection and cash collection;
  • Payroll;
  • Internal Audit;
  • Corporate Accounting, including borrowing, leasing, capital accounting and VAT;
  • Payment of invoices;
  • Financial systems administration.

2010/11 Budget Summary

The Councils total revenue budget for 2010/11 for all Services other than Council Housing amounts to £119.2m. This is funded from Government grants of £97.6m with £21.6m coming from Council Tax. A five year capital programme for General Fund services covering the years 2010/11 to 2014/15 has a gross budget of £36.8m, with £9.0m planned to be spent in 2010/11.

Housing Revenue gross expenditure in 2010/11 is £13.3m. This covers the cost of the Councils housing stock and is fully funded through rental income from council tenants. The associated five year capital programme amounts to £24.4m with £7.8m budgeted in 2010/11.

2008/09 Statement of Accounts

In 2008/09 Council spend on Services other than Council Housing amounted to £107.2m. This was met by income from Government grants of £86.8m and sum raised from Council Tax of £21.2m, resulting in a surplus for the year of £0.8m. The Councils general reserve at the end of the year stands at £5.5m. However,£4.5m is earmarked for specific purposes, leaving only £1.0m available for new expenditure.

The Housing Revenue Account ended the year with a deficit of £1.3m, compared to a budgeted surplus of £0.1m. This was due to a transfer of funding from revenue to support our capital investment in the housing stock. The accumulated balance on the Housing Revenue Account at the end of the year was £6.1m, which is earmarked to assist with improving the housing stock to achieve the Scottish Housing Quality Standard by 2015.
