Discretionary Housing Payments
Discretionary Housing Payments (DHPs) are available to claimants who are entitled to Housing Benefit or Council Tax Benefit and appear to the authority to require some further assistance in order to meet housing costs.
The authority may award a DHP for a fixed period or indefinitely depending on the circumstances of the case.
DHPs are used for things such as
- making up the shortfall in the eligible rent in a rent allowance case;
- making up the effect of the tapers used in the calculation of benefit;
- making up the effect of non-dependant deductions.
