Introduction to Community Councils

There are currently 9 community councils covering most of the towns and villages in Clackmannanshire.

Community councils are local voluntary organisations with a difference - they have a right to exist under the law and a right to be consulted on planning issues.

All Councils have to agree a Scheme of Establishment for Community Councils which sets out the areas they cover, election procedures and their powers.

Elections for Community Council members are held every two years. Elections were held this year. Nominations were invited from individuals between May and September.

Standing for election is a simple process. To be eligible you must be over 16 and your name must appear on the electoral roll for the area. If you wish to be added to the roll, write to Administration and Legal Services, Greenfield, Alloa, FK10 2AD with your name and address, along with your date of birth.

Community councils are made up of between 10 and 14 local people who are interested in their community. Most community councils meet monthly. They are there to represent the views of the local community to the local authority and other agencies and support community activity.

Here are a range of things they do:

  • they comment on local planning applications and the development of the Local and Structure Plan;
  • they campaign on local issues e.g. traffic, leisure facilities;
  • they are consulted on a range of issues by the Council and other public bodies e.g. the future of waste management;
  • some organise gala days;
  • some publish newsletters;
  • some are developing their own websites;
  • community councils in the Hillfoots are looking at ways of getting CCTV cameras in the area;

All community council meetings are open to the public, and their minutes and agendas should be available. There are currently three areas which do not have a comunity council - the Bowmar area of Alloa, the Fishcross, Coalsnaughton & Devonside area, and Sauchie.
