New Scheme
Following a public consultation which began in March 2011, Clackmannanshire Council has adopted a new Scheme for the Establishment of Community Councils.
The Scheme for the Establishment of Community Councils is the document which sets out the governance framework for all community councils in Clackmannanshire. It also includes a description of community council boundaries, how many members each community council has and what the population of each community council area is.
Clackmannanshire Council agreed at its meeting on the 10th of March 2011 to undertake a public consultation exercise on the contents of a new Scheme.
A report on the outcome of the third stage of consultation went to Council on 15th of December. The new Scheme takes on board comments received from the public and the significant changes to the framework in which community councils operate include:
Boundary Changes
The boundary changes aim to help all communities establish a community council which will represent their views to the Local Authority. These changes affect
- Alloa
- Provision for one community council for an area previously covered by three
- Tillicoultry, Devonside and Coalsnaughton
- Combined to form one community council area
- Sauchie and Fishcross
- Combined to form one community council area
These new boundaries mean that two of our existing community councils, Alloa Centre and Tillicoultry, will re-establish with new boundaries.
Nominations are now open for residents who live in the areas above who wish to stand for election to their community council.
Election Format
The change to regular elections aims to help people understand and take part in the community council election process as actively as they take part in Council elections and deliberately shape this tier of local democracy to reflect their respective communities.
In practice, this means that all community councillors will stand down after four years in office. They will still be eligible for re-election.
Under the previous Scheme, half the membership stood down every two years and they were eligible for re-election.
